Terms of Reference: Endline Evaluation of the WOVEN Programme
World Vision New Zealand (WVNZ) is looking for an experienced consultancy to conduct the final evaluation of a five-year, multi-country Wellbeing Outcomes to end Violence, Enable livelihoods and improve Nutrition programme (WOVEN) which is a collaborative effort co-funded by the Ministry of Foreign Affairs and Trade (MFAT), and jointly undertaken by World Vision New Zealand and the World Vision Country Offices (in Laos, Papua New Guinea, Solomon Islands, Timor-Leste, and Vanuatu). The WOVEN Programme focuses on three key development outcomes: safeguarding children from violence and exploitation, improving nutritional outcomes for young children, and enhancing the livelihoods and resilience of households. To lay the foundation for ongoing and sustained best development practice, WOVEN also delivers partnership outcomes that lead to a stronger local civil society capacity, and public diplomacy outcomes that strengthen awareness and engagement of the New Zealand public in our development efforts.
This evaluation aims to assess the performance and impact of the Programme, which has been running from June 2020 to September 2025, and to inform the next phase of the Programme.
The attached Terms of Reference (ToR) document provides detailed information about the evaluation's purpose, scope, methodology, deliverables, and the skills and expertise required. Interested consultancies are encouraged to review the ToR thoroughly and submit their proposals by 12pm (NZ time) on 20 February 2025.
